BEFORE YOU DO THIS TUTORIAL IT IS ADVISE YOU READ ALL THE INSTRUCTION THROUGHT ONCE. CLICK ALL IMAGES FOR THE LARGER VERSIONS.
For the tutorial, I will be basing it on this picture taken from rihannapictures.org:

Colouring Tutorial:
1- For thing to do is if your picture is not in black and white, is to desaturate it (image>>adjust>>desaturate or Shift+ctrl+u)
2- Now that you have got you picture you need to create a new layer. You may want to rename this layer skin, as this is what this layer will be for. I then flood filled this layer with the color #D5A37E. This will change depending on the sort of skin tone you need for your picture. I then set this layer to color.
3- Next create a new layer and call its lips. Then using the polygon lasso tool, select round the lips as shown in the picture below. Then click on you skin layer and press delete.

4- Next go back to you lips layer and fill it with whatever colour you want, for mine I used #790000, and set the layer to color. I then used the lasso tool to cut out the colour from the teeth. Then I used the blur tool set to 50% to get rid of any hard edges from around the lips.
5- Next click on the skin layer and using the rubber eraser any colour from where the white of the eyes are. If the white of the eyes still look funny, create a new layer called ewhite, and using a brush (around 9px depending on the size of your picture) color in those parts white and set the layer to softlight.

6- Next create a new layer and call it eyes. Click on you skin layer and using the rubber, erase the colour from the pupils. Then go back to you eyes layer and using a round brush (again size depends on you picture size) and fill in the pupils with the colour of your choice. For mine I used #00FFFF and set the layer to softlight.

7- Next create a new layer and call is eyeshadow. Then using the lasso tool make a selection for eyeshadow like in the picture below. However before you make the selection make sure Feather is set between 2-5 px depending on how blended you want the eyeshadow to look I used 3px for my picture. Once you have made your selection go back to you skin layer and press delete. Then To add colour, click on your eyeshadow layer and floodfill your selection with a colour of your choice. I used #c4df9b. Repeat for the other eye. If the edges look a little harsh and not blended well use the blur tool set to 50% and blur round the edges of the eyeshadow.

8- Next create a new layer and call it hair. If your picture has a tame haristyle (see this picture) then you can use the lasso tool to select it. For my picture I am going to use a large brush (around 30px) for the body of the hair and smaller brushes for the littler strand. Select your colour (I used #603811) and paint in the hair.

9- Once you have painted in the hair as best you can (some little thin strand can be ignored) press and hold ctrl and click on you hair layer, it will now be selected. Go to you skin layer and press delete. Then click back on the hair layer and set it to whatever you like (I chose color), then round the roots, use the blur tool set to 50% and blend the hair into the skin.
10- Next using the method above add colour to the other sections (nails, earing, ect). Then to change you background colour , select around the person in your picture, and set feather to 1. Then Click on select and inverse. Then press the delete button. With the selection still there, make a new layer under the skin layer and name is back. Then fill it with the colour you want and set it to whatever you want. Now your picture is finished.
